The Russian Federal Security Service (FSB) has expanded its list of non-classified military and technical information, which might endanger state security if communicated to “foreign sources.” The new item on the list is information about military personnel transportation.
The revised list has been published on the federal legal information website. Its previous version contained a paragraph concerning information about the location, precise names and designations, organizational structure, arms, and personnel numbers of the Russian armed forces. That paragraph now also includes information about the “facts of transportation and the routes of transportation or movement” of the Russian military personnel.
Other paragraphs on the same list have come to include information about ongoing military construction (as opposed to information about existing objects, as in the earlier version), as well as any data about the organizations that transport weapons and ammunition (as opposed to just information about their storage).
The amended list will take effect on December 1, 2022.
In the fall of 2021, the FSB published a similar list limiting the spread of information on topics related to the Russian space programs and defense. The creation of that list, the Interfax reminds us, was connected with the Russian “foreign agent” law. According to that law, an individual can be designated a foreign agent if he or she deliberately collects information specified on the FSB list “in the interests of foreign sources.”
