The Parliamentary Assembly of the Council of Europe (PACE) passed a resolution on Russian aggression in Ukraine, calling on members of the Council to declare Russia “terrorist regime.”
PACE’s official twitter account retweeted their Ukrainian deputy’s announcement about the adoption of the resolution.
The final version of the document wasn’t posted on PACE’s website at the time of publication, but an amendment to the draft, adding to the list of calls to “declare the Russian Federation a terrorist regime,” was adopted.
PACE also called for accelerating the creation of a special international tribunal on aggression against Ukraine, and declared the Russian political parties which voted to violate Ukraine’s sovereignty “entities that facilitate terrorism.”
The resolution calls the annexation of occupied Ukrainian territories illegal, and condemns Russian leadership’s threats to use nuclear weapons, as well as increasing repression within Russia.
The resolution notes that threats of nuclear warfare are incompatible with Russia’s responsibilities as a permanent member of the UN Security Council.

In May, the Lithuanian parliament declared Russia a state which supports terrorism. In August, the Latvian parliament did the same. An analogous document is currently under review in Estonia. US authorities refuse to recognize Russia as a sponsor of terrorism.

One of the Council’s achievements is the development and adoption of the European Convention on Human Rights. Russia was excluded from the Council of Europe in March 2022.
