Russia approaching 1 billion rubles worth of fines issued for quarantine violations

The total value of fines handed out for violations of quarantine restrictions in Russia since the start of the coronavirus pandemic is approaching 1 billion rubles (approximately $14.4 million), says a new report from the rights organization “Apologia Protesta.” 

Since the beginning of April, nearly 400,000 administrative cases have been submitted to Russian courts for non-compliance with the rules of conduct during an emergency situation, along with 15,000 administrative cases for violating sanitary and epidemiological rules.

In addition, 54,000 fines were issued in Moscow through the “Social Monitoring” app, for violations of the city’s administrative code. 

Russia’s regions that have seen the highest number of administrative protocols issued for quarantine violations are Tatarstan (56,000), Krasnodar Krai (27,000), Dagestan (21,000), and the Bryansk region (19,000).

Apologia Protesta also notes that since the start of the epidemic, 22 criminal cases have been launched for violations of sanitary and epidemiological rules. However, only nine of these cases involved the accused actually infecting other people.
