In mid-September, Chechnya Governor Ramzan Kadyrov posted a video that showed his 15-year-old son, Adam Kadyrov, brutally assaulting Nikita Zhuravel, a Volgograd resident who had been arrested on charges of “offending the feelings of religious believers” after he burned a Quran. Zhuravel’s case was transferred to Chechnya’s investigative department by personal order from Alexander Bastrykin, the head of Russia’s Investigative Committee. The Russian authorities have not opened any investigations into the incident. However, Ramzan Kadyrov, Tatarstan Governor Rustam Minnikhanov, and Karachay-Cherkessia Governor Rashid Temrezov have all given Adam state awards.
