The Kremlin explains why Putin hasn’t declared a state of emergency over coronavirus

Unlike many leaders around the world, Vladimir Putin has refrained from declaring a nationwide state of emergency to curb the spread of coronavirus. As of March 26, Russia had confirmed 840 cases of COVID-19, including two fatalities. According to Kremlin spokesman Dmitry Peskov, the situation in Russia is better because the government took advance precautions and introduced an “effective system to counteract the spread of coronavirus.”
