For every 44 reports Russian prisoners submit about torture in the facilities where they are held, investigators open one official overreach case. That average figure is drawn from Investigative Committee statistics for the years 2015 – 2018, when 6,468 complaints were submitted and 148 cases were brought forward in response, according to RBC. The response rate for 2018 was slightly higher, with one case raised for about every 31 complaints. In 32 regions, well over a third of Russia’s federal subjects, no torture reports have led to criminal cases over the four years covered.
