On Monday, a man climbed a billboard in Moscow and unfurled a banner that read, “Putin, where are you, bitch, make room for me.” Telegram channels reported that responding police officers “didn’t know what to do with him.”

The authorities eventually arrested the activist and used special equipment to tear down his poster.
