A set of amendments that the Russian State Duma will consider on Tuesday would ban “citizens liable for military service” from leaving the country from the time they receive a military summons until they report to a military conscription office.
The package also includes amendments that would make it illegal to ignore electronic military summonses and prohibit draftees who don’t report to conscription offices for 20 days from driving vehicles, buying and selling real estate, and applying for loans. Additionally, the legislation would create a unified registry of citizens eligible for military service.
Russian State Duma Defense Committee chairman Andrey Kartapolov said Tuesday that electronically issued summonses will be “considered received from the moment they’re posted on a draft eligible citizen’s account.
