Kherson was the only Ukrainian regional center captured by the Russian army following its February invasion of Ukraine. On November 9, the Russian Minister of Defense ordered the withdrawal of troops from Kherson to the left bank of the Dnipro River, citing difficulties with supplying the city and a desire to preserve Russian soldiers’ lives. On November 11, the ministry reported that Russia had retreated from the city. The first Ukrainian military units entered the city the same day.
