Ukrainian President Volodymyr Zelensky has signed a decree implementing a decision by the country's National Security and Defense Council on Ukraine’s response to Russia’s attempt to annex Ukrainian territory.
The document notes the “impossibility of negotiations with Russian President Vladimir Putin,” as well as endorsing Ukraine’s application to join NATO on an expedited basis. The decree was posted on the Ukrainian president’s official website on October 4, though it’s dated September 30.
After the decree was made public, Russian Presidential Press Secretary Dmitry Peskov responded to the news that Ukraine will not enter negotiations with Putin: “Now we’ll either wait for either a change in the current president's position or we’ll wait for a future Ukrainian president who will change his position in the interests of the Ukrainian people.”
