Putin signs law toughening punishments during mobilization

Russian president Vladimir Putin signed a law toughening punishments for crimes against military service during the mobilization period. The law also introduces criminal penalties for voluntary surrender and looting.
The law was passed urgently by the State Duma on September 20, the eve of the announcement of a “partial” mobilization in Russia.
Of note, the law toughens penalties for unauthorized abandonment of a unit, failure to follow orders, and desertion during the mobilization period.
The law stipulates up to three years in prison for refusal to participate in military actions, and up to 10 years if a refusal incurs “serious consequences.” The same sentence is stipulated for refusal to comply with orders.
