Putin ratifies law prolonging deployment of Russian air force to Syria

Russian President Vladimir Putin ratified a law on Friday to indefinitely prolong the deployment of a specially-formed Russian air force unit to Syria.

The law gives the Russian air force unit unlimited mobility in Syria and free use of the Hmeymim airfield in Lattakia. It also grants Russian vehicles and aircraft immunity from inspection by Syrian forces.

On October 10, the bill was ratified by the Federation Council, Russia’s upper house of parliament; 158 members voted in favor and one member abstained. Then, news agency RIA Novosti quoted head of the Federation Council’s International Committee Konstantin Kosachev as saying that the agreement was “defensive in nature and not directed against other states.”

On October 7, the State Duma, Russia’s lower house of parliament, unanimously approved the bill; all 446 Duma members partook in voting. Then, Russia’s Deputy Defense Minister Nikolai Pankov said that Russia’s Defense Ministry has been restoring Russia’s military presence “at a distance” and deputy head of the Duma’s International Affairs Committee Alexei Chepa said that Russia’s national interests “would involve the recovery of previously held military bases in Latin America, Southeast Asia, and Africa.”

Russia also intends to establish a permanent naval base in the Syrian city of Tartus.
