The man who shot and killed a Duma deputy in 1998 won’t be getting an early release anytime soon

A court has refused to release Yuri Kolchin on early parole. Kolchin is serving a 20-year sentence for gunning down State Duma deputy Galina Starovoitova on November 20, 1998. 

According to the judge, because Kolchin was convicted and sentenced only in June 2005, he remains ineligible for early release until he’s served two-thirds of his sentence.
