For the first time, Russia's Constitutional Court has permitted the non-fulfillment of a ruling from the European Court of Human Rights (ECHR) in a legal case seeking to grant voting rights to prisoners.
The Constitutional Court considers an ECHR ruling that obliges Russia to grant convicts the right to vote as going against the Russian constitution. The ECHR in Strasbourg, France, has no right to demand changes to the Russian constitution, says the Constitutional Court.
In December 2015, the Russian parliament adopted legislation, which abolishes the primacy of international law in Russia.
