Federal Tax Service asked to check on foreign grants to Novaya Gazeta
Artem Kiryanov, a member of Russia’s Civic Chamber (a state institution that analyzes draft law and monitors Russia’s governing bodies), has requested the Federal Tax Service to investigate whether newspaper Novaya Gazeta has paid taxes on grants from abroad.
Kiryanov posted a photo of a tax inspection notice from the Federal Tax Service addressed to the newspaper on his Facebook account.
The request is based on an assumption that Novaya Gazeta must have received grants from the Center for the Study of Corruption and Organized Crime (OCCRP) to participate in the international investigation into the Panama Papers and other issues.
Kiryanov substantiates his claims by pointing to the newspaper’s 2012–2013 tax return. The return states that OCCRP sent Novaya Gazeta $326,000 to support investigative journalism in Russia and the CIS.
The Civic Chamber member also accuses Novaya Gazeta of using shell companies to launder money. Kiryanov believes that “so-called investigative journalism” is, in fact, a wider operation to purchase information and make bribes, which is “funded by a pool of experts and non-profit organizations.”
The tax inspection notice issued by Kiryanov says in 2015 the OCCRP prompted Novaya Gazeta to publish many articles related to the Magnitsky case, corruption in the Russian Football Union, and large sums of money leaving Russia. Kiryanov asks the Federal Tax Service to consider the legality of funds being sent to Novaya Gazeta.
